Monitoring of coastal, lagoon waters, and open ocean waters is essential to understand the effects of climate, human developments, and resource exploitation on the health of marine ecosystems.

PI-GOOS aims to develop a catalogue of past and present marine observing programmes to encourage greater national and regional awareness of monitoring techniques and standards, and to encourage uptake of the marine data and information being generated.
